Unfortunately I can't tell how long the problem has been there, save to say 
that 3.3q worked and 3-5.93 didn't. As soon as I can package up the diffs on 
refclock_leitch.c I'll send them to you. I'm just trying to get the fudge 
factor right on tictoc.tip.CSIRO.AU (ntp.syd.dms.CSIRO.AU) to take the 
interrupt timings into account.

Basically the problem was that in 3.3q precision was not taken into account in 
calculating dispersion, and Mark had set precision to zero. So when now that 
it does take it into account, dispersion approaches 1 second over time so 
nothing will accept it as a reference. Refid also needed to be written to the 
new structure.

Like I said, once I have the fudge factor fixed, I'll send you the patches.

On a related issue, any idea opf the best way to configure this number 
(leitch->fudge1) in the ntp.conf file, as it will be different for every 
platform that you wish to run on (well this has been our experience running 
this on various SGIs, a sun3 and a sparc ELS).
